Observance of peace and order in prison.

Silence, approximate order and absolute purity should prevail in cells and prison premises.

Prisoners are not allowed to sing, whistle, scream or make noise, do not create disturbances, move benches, tables and other objects, stand on them, look out the window and use the bed during the day. It is forbidden to spit on the floor or in any way to pollute the prison room. It is also forbidden to write or draw on walls, books and objects in prison.

Prisoners are liable for any damage caused to prison facilities and equipment as a result of ill-will or negligence. In connection with the damage, the prison governor collects primarily funds held by the prisoner.

If the damage was done in a common cell and the criminals were not found, all prisoners who occupy the cell are jointly and severally liable for the damage.

Covering material damage does not exempt a prisoner from any judicial or disciplinary liability.

Submission of inquiries, complaints and appeals to prisoners.

Prisoners have the right to submit requests and complaints orally or in writing. To this end, they may ask you to appear before a prison, court or prosecutor's office.

Unfounded complaints entail disciplinary liability. Filing collective complaints and inquiries from prisoners as well as individual prisoners on behalf of a general or a certain group of prisoners is prohibited.

Prisoners ’letters to the Ministry of Justice, the judiciary and the prosecutor’s office are not subject to any restrictions; however, they may not contain offensive phrases for authorities and public institutions or obscene statements. Letters containing such phrases or words are ignored by the prison director, informing the prisoner about the delay in this decision.

Documents of prisoners to the indicated authorities cannot be detained; they must be sent without delay, and the prison director can either attach or send his comments, the identity of the prisoner or an explanation of the issues raised in the prisoner's letter.

Prisoners receive official correspondence, notices, summonses, with a receipt.

If a prisoner needs advice or assistance in writing a letter or statement, he should be given this.

Appeal applications filed by prisoners at the prison board, objections to sentences and rulings, requests for reinstatement, statements, statements and other requests during criminal proceedings must be submitted on the same day with this entry mark, and note that the date of receipt should be clear and without corrections.

These letters should be sent immediately, that is, on the day of submission to the prison administration, without the mediation of the prosecutor's office directly to the court indicated by the prisoner in the letter, without checking the competence of the court.
